Department of Cadastre

 

The Department of Cadastre is one of the constituent parts of the Faculty of Land Management, established in 1958. The department "Cadastre" was organized as an independent structural unit in 1976.

The first head of the department was Mikhail Pavlovich Zheludov, Associate Professor, Candidate of Economic Sciences. Then he was successively replaced by professors, doctors and candidates of economic sciences: Lavrentiev Y.L., Zavodnov S.S., Penyasov G.P., Slipchenko A.A., Bedeubaev M.B., Tkachuk S.A., Maul Y.Y.; Spector M.D.; Eserkepov R.T. In the period from 1987-1995, the department was headed by Candidate of Sciences, Associate Professor Chekaev M.G., from 1995 to 2001 - Candidate of Sciences, Associate Professor Pomogalova V.M., from 2001 to 2003 - Candidate of Sciences, Associate Professor Zhumanazarov K.B.; from 2003-2021 - Doctor of Economics, Professor Kurmanova G.K.; from 2021-2023 – PhD Akhmetov B.Zh., from October 2023 to the present – PhD Abdeshev K.B.

In accordance with the university's development program, structural reorganization of faculties has been carried out in order to transform into a research university. The Faculty of Architecture is attached to the Faculty of Land Management, the new name of the faculty is «Land Management, Architecture and Design». On this basis, the departments merged. So, since 05.02.2018, a new academic structure has been formed on the basis of two departments «Cadastre» and «Assessment» - the department «Cadastre and Assessment». Due to the closure of the specialty "Assessment" in 2022, the department was reorganized into the department «Cadastre».

 

The main activities of the department are conducting scientific research and teaching disciplines in the field of land cadastre, maintaining a unified real estate cadastre, land valuation, regulation of land relations based on digitalization, valuation of real estate, as well as forecasting, planning and land management. The department is a graduate in the field of Architecture and Construction. Specialists are trained at 3 levels: bachelor's, master's and doctoral degrees.

 

The staff of the faculty of the department consists of 24 people, including 3 doctors of Sciences (Dyusenbekov Z.D. - Academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Agricultural Sciences, Professor - one of the organizers of land management science in the Republic; Kurmanova G.K. – Doctor of Economics, Professor; Shulenbayeva F.A. – Doctor of Economics, Professor), 4 candidates of Sciences (Abeldina R.K. – Candidate of Economics, Associate Professor; Garkushina V.V. – Candidate of Economics, Associate Professor), 2 PhD doctors (Akhmetov B.J. - PhD doctors ; Abdeshev K.B. - PhD doctors); 14 Masters of Sciences (Zhanbusinova M.H., Moldumarova J.E., Music O.S., Kulmaganbetova A.S., Zhagiparova T.T., Sekenova Zh.E., Kapetova A.S., Eszhanova T.S., Orazai A., Repnikov I.V., Daniyarova M.T., Kenzhegaliev E.M., Zhekebaev A. The main activities of the department are conducting scientific research in the field of land relations regulation, land cadastre, land and real estate valuation, land monitoring, etc. on the basis of the following research laboratories:

  • In different years, scientific research has been carried out within the framework of funded topics of grant financing, program-targeted financing, agreements with business entities, international projects ("Erasmus"), etc.:
  •  Program-oriented financing 2015-2017 "Creation of a concept for the development of land management projects of agricultural formations in the system of sustainable rural management" (scientific supervisor, PhD Abeldina R.K.);
  •  Agreement with Tengizchevroil LLP on the topic: "Rules / recommendations for the formation, approval, delivery and storage of land management and land cadastral documentation of Tengizchevroil LLP (for use in Tengizchevroil LLP) - scientific. hands of Doctor of Economics Kurmanova G.K., 2016);
  •  Agreement on the topic: "Land assessment as part of an on-farm land management project" (scientific supervisor of the St.Rev. Beristenov A.T., 2017);
  • Program-oriented financing 2018-2020 on the topic: "Development of spatial data infrastructure 2.0 on the example of an agro-industrial agglomeration (scientific director D.B.N. Alipbeki O.A., IRN:AR05132647);
  • Program-oriented financing 2018-2020 on the topic: "Studying the mechanism of managing sustainable rural development based on optimizing the settlement of depressed regions (scientific director, PhD Akimov V.V. , IRN:AR05130734);
  •  In September 2018, the international project "Erasmus+ "New and Innovative courses for Precision Agriculture / NICoPA" was won, in which 10 foreign countries participate (Doctor of Biological Sciences Alipbeki O.A., 2018-2021);
  •  agreement on the topic: "Space monitoring of agriculture in Akmola region" (scientific hands of Doctor of Economics Kurmanova G.K., 2018);
  •  Commercialization project _ "On-farm land management project of Tonkeris LLP in Bozaigyrsky village of Shortandinsky district of Akmola region, 2019 (scientific supervisor, Candidate of Economics Abeldina R.K.);
  •  "Aerial photography services using UAVs", with a funding volume of 3 million tenge (scientific director. St. Rev., Master of Science, T.T. Zhagiparova).
  •  Agreement on the topic: "Services for conducting subsatellite survey and monitoring of agricultural production according to remote sensing data of the Kostanay region" (scientific hand. St. Rev., Master of Science, T.T. Zhagiparova).
  •  agreement on the topic: "Services for determining space monitoring of areas, visual yield and Assessment of the state of crops in the Akmola region for 2019" (scientific. hands of Doctor of Economics Kurmanova G.K., 2019);
  •  Agreement on the topic: "Services for the collection of spectral data of agricultural crops in the territory of Akmola, Kostanay, North Kazakhstan, Pavlodar, Karaganda regions of the Republic of Kazakhstan", with a funding volume of 25 million tenge (scientific hands. Master of Science Kapetova A.S., 2019)
  • Program-oriented financing on the topic: "A study of the impact of state policy in the agricultural sector on the development of cooperative processes in the agro-industrial complex, sustainable rural development and food security" for 2021-2023" (scientific director doctor of biological Sciences Alipbeki O.A., IRN:BR10764919).

In order to improve the quality of education, teaching staff, doctoral students and undergraduates of the department annually undergo scientific internships and advanced training courses at enterprises of the Republic of Kazakhstan, as well as abroad (Poland, Russia, Korea, China, etc.).

Kurmanova G.K. is a member of the Republican Educational and Methodological Council (RUMS) of the direction "Architecture and Construction", OP "Cadastre"); Abeldina R.K. is an associate member of the educational and methodological association (UMO) in the direction «Land Management and Cadastre» at the State University of Land Management (Moscow, Russia).

In terms of training scientific personnel, Memorandums of cooperation have been signed with the State University of Land Management (Moscow, Russia), the Committee for Land Management of the Ministry of Agriculture of the Republic of Kazakhstan; cooperation agreements – Warsaw University of Technology (Poland), Putra University (Malaysia), etc.

In the Republic of Kazakhstan, the department closely cooperates with:

  • Committee on Land Management of the Ministry of Agriculture of the Republic of Kazakhstan,
  • NJSC «State Corporation» «Government for Citizens» and its regional branches,
  • Government agency «Department of Architecture, Urban Planning and Land Relations of  Astana»,
  • Government agency «Management of control and quality of the urban environment of  Astana»,
  • RSE «Gosgradkadastr».

In order to improve the quality of practical training of students, dual training in the disciplines of the department has been introduced since 2016.  Multilingual education has been introduced in the master's and doctoral programs.

The bases of research, production and pre-graduate practice are 34 enterprises and organizations in the field of land management, regulation of land relations, and land cadastre management.

 



History of the department

The history of the formation of the department as an independent structure has gone a certain way:

In 1987, the department was merged with Nature Protection and renamed the Department of Land Reclamation and Nature Protection. In 1995, the name of the department was changed again – "Land Cadastre and Ecology".

In 1999, the Department of Planning of Rural Areas and Populated Areas was attached to the department.

Then in 2002, the Department of Planning of Rural areas and settlements was again withdrawn from the department and named the Department "Land Cadastre and Real Estate Valuation". Since 2009, the department has been renamed the department "Cadastre".

In the period from 1987-1996, the department was headed by Candidate of Sciences, Associate Professor M.G. Chekaev, from 1995-2000 – Candidate of Sciences, Associate Professor V.M. Pomogalova, from 2000-2003 - Candidate of Sciences, Associate Professor K.B. Zhumanazarov.

From 2003 to the present, the department is managed by Doctor of Economics Gulnara Kurmanova Kenesovna.

On 05.02.2018, 2 faculties were reorganized: by merging the Land Management and Architecture faculties, the Faculty of Land Management, Architecture and Design was formed. To date, a new academic structure has been formed - the department "Cadastre".

Since 2006, the training has been carried out according to a 3-level system: bachelor's degree-master's degree-doctoral degree.

In 2020, the educational program 6B07303 Cadastre passed specialized accreditation for 7 years until 2027 (No. AB4159 of 06/09/2020)

In 2020, the educational program 7M07303 Cadastre, passed specialized accreditation for 7 years until 2027 (No. AB4160 of 06/09/2020)

In 2020, the educational program 8D07303 Cadastre passed specialized accreditation for 5 years until 2025 (No. AB4169 dated 06/09/2020).

Research activities

Research work at the department is carried out in accordance with the Strategy of KATU until 2025, as well as the Development Program of the non-profit joint stock company " NCJSC «S.Seifullin Kazakh Agro Technical Research University» for 2020-2024.

Directions of research activity of the department:

• development of theoretical and scientific-methodological foundations of the land cadastre;

• development of research programs;

• collection, processing, analysis and systematization of scientific and technical information on the research topic, selection of methods and means of solving the problem;

• preparation of scientific and technical reports, reviews, scientific articles based on the results of the research carried out;

• monitoring studies of land and other natural resources, real estate objects based on remote sensing methods and geoinformation technologies.

The department has two specialized research laboratories:

1. Specialized Research Laboratory "Land Management and Cadastre"

2. Specialized Research Laboratory "Resource Assessment".

The teaching staff of the department were executors and supervisors under the following agreements for the implementation of research works and a scientific project of grant funding

the project "Creation of a 1:2000 scale vector cartographic basis, creation of a 1:500 scale map of engineering networks and coordination of identification, survey of engineering networks and aerial photography" (scientific hand. art. Rev., Master of Science T.T. Zhagiparova, 2020).

Agreement with "Quality Expert LLP" on the topic: "Field work on the executive survey of gas distribution networks in the Mangystau region, with a funding volume of 5,026,554 (five million twenty-six thousand five hundred and fifty-four) tenge (scientific hands. Zhagiparova T.T.) 2021.;

Agreement with "Quality Expert LLP" on the project "Field work on the executive survey of gas distribution networks in the Mangystau region" Service agreement No. QE/2022-U-05 dated 28.03.2022 in the amount of 15,000,000 tenge (scientific hands. Zhagiparova T.T.);

Kurmanova G.K. Subprogamma "Study and scientific justification of the effectiveness of the association of small producers (farms, private farms) on the example of pilot projects and sustainably functioning cooperatives in priority areas of agricultural development and in the context of regions based on the integrated use of DP, LDPE and EES IUR" Implementation period: 2022

Every year, the teaching staff reports the results of their research at regional and international scientific conferences:

- Annual republican conferences "Seifullin readings" at the NCJSC «S.Seifullin Kazakh Agro Technical Research University»;

- at the Warsaw Polytechnic University (Warsaw), the State University of Land Management (Moscow), Omsk State Agrarian University (Omsk), etc.

Scientific achievements are reflected in published and published scientific papers. Over the past 3 years, 1 monograph, 2 articles in journals indexed in the WebofScience database, Ssris, 21 articles included in the RSCI database, 9 articles in publications recommended by Committee for Control in the Field of education and Science of the Ministry of Education and Science of the Republic of Kazakhstan and more than 15 articles in other scientific publications have been published and published.

international cooperation

The Department has signed memoranda, agreements and contracts with such leading foreign (near and far) universities in the field of land relations as Moscow State University of Land Management (RF), Putra University (Malaysia), Warsaw University of Technology (Poland), Perm Agricultural Academy named after Pryanishnikova, Omsk State Agrarian University, etc.

It also provides for joint cooperation in the implementation of international projects, writing joint scientific articles, textbooks and textbooks.

Within the framework of academic mobility of students of the specialty "Cadastre", the department cooperates with the Krakow Agricultural University (Poland, Krakow), the Slovak Polytechnic University (Nitra, Slovakia).

The department constantly communicates with production. For this purpose, experienced specialists are invited annually to give lectures, which is approved by the rector.

In 2020-2023, lectures were delivered from the production of the NJSC "Government for Citizens", and a foreign scientist, PhD Doctor Agnieszka Turek (Poland), was invited to lecture through the Ministry of Education and Science of the Republic of Kazakhstan:

On the basis of the existing contracts, undergraduates and doctoral students successfully undergo a foreign scientific internship. Thus, undergraduates and doctoral students have completed the following foreign scientific internships in different years:

• Siberian State University of Geosystems and Technologies (Novosibirsk, Russia 2021)

• Warsaw Polytechnic University (Poland, Warsaw, 2023).

According to the plan for the passage of foreign scientific internships by doctoral students of the department for the 2022-2023, 2023-2024 academic year successfully completed the internship:

1. 3rd course of the "Cadastre" educational program Kenzhegaliev E., Daniyarova M. Poland 15.11.22-16.12.2022.

2. 2nd course of "Cadastre" educational program Mutalipova K. Poland 02.10.2023 - 02.11.2023.

  

To give lectures to bachelors and undergraduates, the department constantly attracts managers and specialists from production with practical experience in the field of cadastre.

Student life

On November 30, 2023, the XXI International Scientific and Practical Conference was held in Astana as part of the issue of the scientific and practical journal «Global Science and Innovation: Central ASIA».

Within the framework of international scientific cooperation, this project involved: Republic of Kazakhstan, Russian Federation, Republic of Uzbekistan, Ukraine, Republic of Tajikistan, Kyrgyz Republic, Republic of Belarus, Republic of Turkey, Republic of Moldova, Republic of Azerbaijan, Slovenia.

It was attended by experts in the field of education and science of the Republic of Kazakhstan. Students of the S.Seifullin Kazakh Agrotechnical Research University, Faculty of Land Management, Architecture and Design, the circle «Young cadastral specialist» of the department «Cadastre» Tazhen Beybarys, Tasbulatova Laura, Tabys Moldir, Tazabekova Aruzhan, Temirova Kamila wrote articles in the field of «Earth Science» and received international certificates as a result. This is the 20th international certificate of students of the Young Cadastral Specialist circle for this academic year


On October 20-25, 2023, the XIV International Scientific and Practical Conference «Education and Science in the modern world: problems of the XXI century» was held in Astana.

Within the framework of international scientific cooperation, experts in the field of education and science of the Republic of Kazakhstan, the Russian Federation, the Republic of Uzbekistan, Ukraine, the Republic of Tajikistan, the Kyrgyz Republic, the Republic of Belarus, the Turkish Republic, the Republic of Moldova, the Republic of Azerbaijan, the Republic of Slovenia took part.

In this project, the students of the «Young Cadastral Specialist» circle presented their scientific works in the field of «Earth Science».

All the materials of the scientific conference were included in the collection and 15 students of the «Young Cadastral Specialist» circle were awarded special certificates by the dean of the Faculty of Land Management, Architecture and Design Toleubekova Zh.Z. Wished success, successful graduation from the educational institution and in the future to find their place in the field of regulating land relations of the country, becoming strong, qualified specialists

 


Students of the specialty "Cadastre" together with teachers take an active part in all events held at the faculty and at the university (public holidays, sports competitions, public life, months for the prevention of offenses, drug addiction and religious extremism).

Meetings with managers and specialists of specialized organizations are organized for students with an invitation to give lectures and excursions. Students of the department are members of the youth wing of the Amanat party "Zhas Otan", the debate club "Amanat", in the sections of the Faculty of Art and Creativity and sports sections organized by the university.

Within the framework of socio-political, patriotic and legal education, curatorial hours dedicated to the state holidays of the Republic of Kazakhstan, conversations on the discussion of the annual Message of the President, the Strategy "Kazakhstan-2050" were held.

Students of the 2nd and 3rd courses participate in the selection of Nobel Fest, which in the future will give the opportunity to study the course "Exponential Innovations" from Harvard Professor Dr. Vivek Vadhva.
