The Department of Vocational Education

 

The Department of Vocational Education at S.Seifullin Kazakh Agro Technical University has been one of the pioneers in training specialists in professional education in the Republic of Kazakhstan since 1985. The first head was a candidate of pedagogical science A.A. Loshak, who put a lot of effort into the organization and establishment of the department.

The main activities of the department are conducting scientific research and teaching disciplines in the field of vocational education. The department produces educational programs 6B07111 – “Technical service of vehicles (master of industrial training)”, 7M01401 – “Leadership in vocational education”, 8D01401 – “Management in technical and vocational education”.

Currently, the department has 2doctor of pedagogical sciences, 3 candidate pedagogical sciences, 2 PhD doctors and 6 Masters. General  scientific degree of the department is 50 %.

The teaching staff, teaching classes in the cycle of general education, basic and major disciplines, have higher education and defended candidate and doctoral dissertations that correspond to the profile of the subjects taught and have extensive experience in scientific and pedagogical activities.

Every year, the department improves the quality of its teaching staff by defending master's and doctoral theses, as well as participating in international competitions.

In 2010, candidate of pedagogical sciences, associate professor Yessekeshova M.D. received the state grant “Best University Teacher”.

In 2015, senior teacher Kochkorbaeva E.Sh. successfully defended her master’s thesis. 

In December 2021, senior teachers Bekbaeva Zh.S. and Tastanbekova N.D. defended their doctoral dissertations in the specialty 6D012000 - “Vocational Training” and received a PhD degree in 2022. 

In the educational process of the educational programs of the department, the scientific and practical psychological laboratory B.Abdikarimuly“ Modern psychological problems of personality” and the research center for advanced training of specialists are used.

These laboratories help improve the level of organizational and methodological work at the university in accordance with the goals and development strategy of the university, prospects and directions for the development of higher professional education in the Republic of Kazakhstan.

The department fruitfully cooperates with the educational institution Y. Kupala“ Grodno State University, Grodno, Republic of Belarus, K.I. Scriabin Kyrgyz National Agrarian University.

In the Republic of Kazakhstan, the department fruitfully cooperates with the Y.Altynsarin NAO, the Republican State Enterprise at the Russian Exhibition Center “Republican Scientific and Methodological Center for the Development of Technical and Vocational Education and Qualification Assignment” and others.

The department's practical bases include more than 10 colleges in Astana, the Akmola region, and other regions of the Republic of Kazakhstan. The College of Service and Tourism in Astana houses a center from the department of “Innovations in Vocational Education”.

The department is led by a corresponding member of the Academy of Pedagogical Sciences, Professor of the Russian Academy of Economics, Candidate of Pedagogical Sciences, and Associate Professor Yessekeshova M.D.



Department history

The historical establishment of the specialty is as follows:1985 - Department of «Pedagogy and methodology of teaching technical and agricultural disciplines».  1997 - Department of «Pedagogy and methodology of teaching technical and agricultural disciplines and information».  2001 - Department «Systems of processing of economic information and training». 2003 - Department of «Vocational training». 2007 - Deofpartment of «Vocational education».The department's objective is to prepare highly educated, qualified, and competitive specialists demanded in the labor market. These specialists should be capable of working at a highly professional level in teacher training with subject specialization for general development. 

Teaching activities in the specialty "Vocational Training" were conducted under licenses AB No. 0062189, dated 07/02/2008, and AB No. 0062189, in accordance with the Ministry of Education and Science of the Republic of Kazakhstan Order No. 711, dated 07/02/2008. The license has an unlimited validity period. 

Teaching in the specialty 6M012000 - "Vocational Training (by Industry)" started in 2007, with the first graduates completing the program in 2009. The master's degree program adhered to the classifiers of postgraduate education of the Republic of Kazakhstan and the State Compulsory Standard. 

The master's degree program followed the rules for organizing the educational process in credit technology of education with amendments and additions (State Educational Standard of the Republic of Kazakhstan, dated August 23, 2012, No. 1080), as well as the Ministry of Education and Science of the Republic of Kazakhstan orders dated April 20, 2011, No. 152, and June 2, 2014, No. 198. 

On the basis of a license for educational activities, in a scientific and pedagogical direction with a duration of study of 2 years, academic degree: Master of Pedagogical Sciences; in a profile with a period of study of 1-1.5 years, an academic master's degree in education was awarded in the specialty 6M012000 - “Vocational Training”. 

After successfully completing specialized accreditation by the IAAR in 2015, the specialty received certificate No. AB0450 for the period from December 19, 2014 to December 18, 2019.

The department has created an effective quality management system based on International Quality Management ISO 9001:2000. According to the results of the rating conducted by the Independent Accreditation Agency, the master's program in specialty 6M012000 - “Vocational training (by industry)” received 2nd place in 2014, 1st place in 2015, 3rd place in 2016.

Since 2009, 57 graduates, now working in the field of technical and vocational education in Kazakhstan, have earned a Master of Science in Pedagogical Sciences degree from the Department of Professional Education.

Since 2014, the preparation of doctoral students in the specialty 6D012000 – “Vocational Training” has begun. Teaching activities in the specialty are carried out in accordance with the license of the Ministry of Education and Science of the Republic of Kazakhstan AB No. 0062189 dated May 20, 2013. The validity period of the license is unlimited. The training of doctoral students 6D012000 - “Vocational training (by industry)” was carried out in accordance with the classifiers of postgraduate education of the Republic of Kazakhstan and the State Compulsory Standard. Doctoral studies were carried out in accordance with the rules for organizing the educational process in credit technology of education with amendments and additions (State Educational Standard of the Republic of Kazakhstan 7.10.174 -2010) of the Ministry of Education and Science of the Republic of Kazakhstan dated 04/20/2011 No. 152, MES of the Republic of Kazakhstan dated 06/02/2014 No. 198. After successfully completing specialized accreditation by the IAAR in 2015, specialty 6D012000 – “Vocational Training” received certificate No. AB0450 for the period from 12/19/2014 - 12/18/2019.

Since 2018, 9 graduates have received the highest academic degree “Doctor PhD of Philosophy”, who continue their teaching activities at the department and in other universities of the Republic of Kazakhstan.

Since 2019, the department has been graduating in educational programs 7M01401 - “Leadership in Vocational Education”, 8D01401 - “Management in Technical and Vocational Education” and since 2023 in the educational program 6B07111 - “ Technical service of motor vehicles (master of industrial training)”.

Academic research work

The academic research work of the "Vocational Education" department commenced in 1985 with the establishment of the "Pedagogics and Teaching Methodology" department within the Engineer and Pedagogics Faculty. Extensive research on the pedagogy of high school education and specialized disciplines has been conducted over an extended period. The department housed a scientific school titled "Methodology of Teaching Special Disciplines," led by N.A. Fabritskiy, a doctor of historical sciences. 

In 1990, an initiative was taken to establish special courses aimed at enhancing the pedagogical skills of young teachers. Currently, this course is offered at the Institute of Qualification Upgrading and Distance Learning of S. Seifullin Kazakh Agrotechnical University. In 2007, the department underwent reorganization and was renamed the "Vocational Training" department. Academic research work has since continued in both fundamental and applied research directions.

Moreover, research has been conducted on the scientific and methodological support of the academic process. Attention has been devoted to supervising research works, theses, dissertations, and postgraduate theses. The department has actively engaged in research collaboration with both national and foreign universities. Additionally, active participation in the activities of the dissertation council has been a focal point.

In 2010-2014 research on “Theoretical and methodological aspects of teaching future vocational training specialists at agrarian higher educational institute”, NCSTE registration number (№0110РК00023), was carried out at the “Vocational training” department. Following the results study guides on educational process of future vocational training specialist teaching at agrarian higher educational institute were done. From 2014 research on “Theoretical and methodological aspects of pedagogical process organization at Agrotechnical University under the conditions of transition to Research University”, NCSTE registration number (№0114РК00622), was the basis of joint projects, scientific articles, reports, invention proposals application. The academic staff actively takes part in the research of the department aimed at training qualified specialists.   In the years 2017-2022, the Department "Vocationaleducation" research was carried out on the initiative topic: "Scientific-pedagogical bases of professional development of students in dual education in the system of higher professional education", registered in NTSGNTE (No. 0117RKI0646).

From 2018 to 2020, the Department of Professional Education conducted research on the initiative topic "Scientific and Pedagogical Foundations for the Formation of Critical Thinking in Students in the Conditions of Multilingual Education at a University." The research was registered with the National Center for State Science and Technology (NCSTE) under No. 0117 RKI0644. The leader of the initiative was Candidate of Pedagogic Sciences and Associate Professor M.D. Yessekeshova.

The department supports creative cooperation with Y. Kupala Grodno state university of Grodno, Belarus, K.A. Timiryazev Russian agrarian university, Moscow, RF, Kazakhstani and ISC states higher educational institutes on initiative topics, and collaborates with Y. Altynsarin NAC, “Republican scientific and methodological center of technical vocational education and qualification estimate development” enterprises. 

In 2016, the dissertation Council on the specialty "Vocational training" was opened and works to the present time. In specialty 6D012000 - "vocational training" 7 doctoral students graduated and received a PhD degree.In addition, in 2022, 2 doctoral students of the M.AuezovSouth Kazakhstan University defended her doctoral dissertation on the basis of the dissertation council of the department.

In May 2018, 2 doctoral students:

1. Alshynbaeva Zhuldyz Eldosovna defended her doctoral dissertation on the topic"Preparation of teachers of professional education for the implementation of dual training" and received a PhD.

2. Tashenbayeva Zhuldyz Mukhtarovna defended her doctoral dissertation on the topic"Scientific and methodological foundations of professional training of specialists in the research University of the agricultural industry" and received a PhD.

In December 2018, 2 doctoral students:

1. Aldabergenova Saule Salimzhanovna defended her doctoral dissertation on the topic"Scientific and pedagogical foundations of quality assurance of the educational process in the University using a systematic approach" and received a PhD.

2. Saimbetova Zhanar Turebekovna defended her doctoral dissertation on "Formation of ethno-cultural competence of future teachers of professional education in the conditions of implementation of multilingual education" and received a PhD degree.

In December 2021, 3 doctoral students:

1. Tastanbekova Nursaule Dzhaksibaevna defended her doctoral dissertation on the topic "Scientific and methodological foundations of improvement professional skills of students system of higher education in the context of the dual training" and received a PhD degree.

2. Isakova Gulnur Oralbaevna defended her doctoral dissertation on the topic "Formation of professional competence of students in higher educational institutions based on a systematic approach" and received a PhD degree.

3. Bekbaeva Zhanar Sabyrovna defended her doctoral dissertation on the topic "Scientific and pedagogical bases for the formation of critical thinking of students in the conditions of vocational training" and received a PhD degree.

In June 2022, 2 doctoral students:

1. Parmankulova Perizat Zhaksylykovna defended her doctoral dissertation on the topic “Scientific and pedagogical foundations of preparing future teachers for inclusive education in the dual education system” and received the degree of Doctor of Science.

2. Septemirova Ayaulym Zhomartkyzy defended her doctoral dissertation on the topic “Formation of creative activity of future masters of pedagogical direction” and received a PhD degree.

In 2024, senior teachers of the department, Abdikarimova A.Zh. and Kochkorbaeva E.Sh., plan to defend their doctoral dissertations.

The department's research primarily aims to develop and improve the educational process, enhancing the quality of training for graduates at both undergraduate and postgraduate levels. Currently, 70% of the staff holds academic degrees. The academic staff comprises 14 lecturers, including 2 Doctors of Science, 3 Candidates of Science, 2 PhDs, and 6 Masters of Science. 

The planning of research work at the department aligns with priority research directions. The department's staff actively participates in various contests for research grants, scholarships, and awards, as well as in international and national scientific, theoretical, and practical conferences. To involve students in research activities, the department operates the "Young Researcher" student club, aimed at fostering students' scientific and creative endeavors.                               The department houses the "B. Abdikarimuly Modern Psychological Problems of Person" scientific practical laboratory and the scientific research laboratory for the advanced training of specialists. The latter is an integral part of S. Seifullin Kazakh Agrotechnical University. The scientific school "Theory and Practice of Advanced Training," led by Professor T. Galiyev, is currently functioning. 

In March 2019, the Republican Scientific and Practical Conference "Innovations in Vocational Education: Problems and Prospects" took place, dedicated to the 80th anniversary of the Honored Worker of Kazakhstan, Bolat Abdikarimov, who is also an Honorary Worker of S. Seifullin Kazakh Agrotechnical University. During the conference, students, undergraduates, and doctoral students were recognized with diplomas of I, II, III degrees, and letters of gratitude were awarded.February 25, 2022 was candidate of pedagogical sciences, associate professor Yessekeshova M.D. and PhD doctor Tastanbekova N.D. held a seminar for teachers of the college "Service and Tourism" of the city of Astana on the topic "Credit technology of education in the education system".

As part of the department's aim and objectives in scientific research work, various specialized publications such as monographs, articles, collections of scientific articles, textbooks, and study guides will be published. Currently, based on the results of research, the academic staff has published more than 400 scientific articles. This includes 15 articles in Scopus, 10 articles in RSCI, and 70 articles in national and international conferences, as well as journals recommended by the Control Committee in Education and Science under the Ministry of Education and Science of the Republic of Kazakhstan.

International cooperation

International cooperation department is carried out in collaboration with the center for international cooperation and multilingual education KATU and is aimed at establishing a strategic partnership with universities in the country and abroad to participate in joint research projects with foreign partners, as well as conducting scientific training and international conferences.

Currently, contracts with research centers in the USA, Belarus, Moldova and Canada conduct joint research on issues of vocational education.

Confirmation serve as a contract for the international cooperation with foreign countries:

  • Oklahoma University, United Statesin 2013for 5 years;
  • I.P. Shamyakin Mozyr State Universitynamed after (the Republic of Belarus), in 2014 for 5 years;
  • Kupaly Grodno State University (Belarus) 2012 for 5 years;
  • Lifelong Institute of Education (Republic of Moldova).
  • K.Timiryazev Russian State Agrarian University (Russian Federation, Moscow) since 2015;
  • Moscow Institute of Psychoanalysis (Russian Federation, Moscow) 2018
  • Grodno Regional Institute for the Development of Education (Republic of Belarus) since 2019.

In 2014, the Department for International Academic Mobility was invited Prof. Dr. Faruk Bin Zakaria from University of Cape Town, Malaysia.

According to the state program "Bolashak", a few Professors have passed scientific internship Professor K.A. Sarbasova by the theme "Pedagogical diagnostics, assessment and management of the quality of education", the University of Reading (UK)in 2014. Senior Lecturer Nurzhanova S.A. by the theme "Scientific and methodological foundations of psychological support of professional development of students in a highereducation"in 2014. Furthermore, Professor Omarova R.S. trained at the English courses held in the Cambridge University (UK) in 2013-2014, and scientific training in Russia in 2014.

As part of the International Cooperation M.D.Esekeshova is a member of the editorial board of scientific-methodical journal "Journal of Education" Grodno Institute of Education Development. International activity of Faculty also aims at promoting the members of the department to publish their works in international publications and the exchange of experiences and teaching techniques.

Annually, undergraduates and graduates students of the specialty "Vocational Training" participate to Scientific training at the Y.Kupaly Grodno State University. (Republic of Belarus) and at the K. Timiryazev Russian State Agrarian University (Russian Federation, Moscow).

Schedule of scientific training of Doctor Philosophy students have agreed with the Head of the Department with the participation of the supervisor and the teachers of the department and have carried out according to an individual plan of work in accordance with their research topic.

Professor G.K.Rudik held a lecture course on the theme "Innovative methods of teaching" for PhD students from 12-15 October 2014.

Professor Faruk Bin Zakaria read lectures entitled "Organization of the research activities of doctoral students" in September 2014.

In October 2018 Yesekeshova M.D., Kochkorbaeva E.Sh.,and Sagalieva Zh.K. joined at the International Sientific conference of the A. Silesius State Higher Vocational School, Walbrzych (Poland).

From 5 to 23 November 2018 at the Department of "Vocational Education" of the Faculty of Computer Systems and Vocational Education in the framework of the program "Attracting foreign scholars to universities of RK" Jennifer Johnston as director of the Teacher Training Program, English Language Institute, Missouri State University (USA) has delivered lectures and practical lessons of the disciplines of "Pedagogical skills" for 4-year students of the specialty 5В012000 "Vocational training "and" Student Centered Teaching Techniques "for Master programs and PhD students of the specialties 6M012000 and 6D012000" Vocational training ".

Moreover, two seminars were organized, “Growth Mindset — The Power of Yet” and “Framing Your Research Ideain Writing”.  As part of the “School of lecturers in the KATU”, one workshop “Cooperative Learning Structures”  was held for faculty teaching ideas for improving pedagogical process at the university, innovative techniques of teaching and methods of personal and professional growth of the teacher.

The 13th November , an open lecture was held with students, undergraduates and PhD students on the topic “Guided Discovery”, where student-oriented learning techniques were described and demonstrated.

The  14th November , Jennifer Johnston took part in the meeting of the Department of Vocational Education on the problem of designing educational undergraduate programs.

In the period from October 29-31, 2019, the State Education Institution "Grodno Regional Institute of the Development of Education" invited the faculty represented by the chairman of the board of the S.Seifullin Kazakh Agro Technical University, Doctor of Agricultural Sciences, Professor Kurishbaev A.K., First Deputy Chairman of the Board of the S.Seifullin Kazakh Agro Technical University, Doctor of Pedagogical Sciences, Professor A.Abdyrov, Head of the Department Ph.D., Associate Professor M. Yesekeshov and 2-year PhD student Kochkorbaevu E.Sh. took part at the Scientific-practical conference: “Personality. Education. Society. Formation of a teacher of the future: from competence to self-realization ”, dedicated to the 75th anniversary of the State Educational Institution“ Grodno Regional Institute for the Development of Education ”.

The conference was held at a high scientific, theoretical and practical level, as well as in a warm friendly atmosphere. A report on the theme “The teacher’s acmeological position as a factor in his self-improvement and professional development” was included in the plenary session program, as well as in the conference program (sections, workshops, round table meetings, poster presentations). As a result, JSC S. Seifullin Kazakh Agro Technical University” signed an agreement on cooperation of the field of education and science with  the State Educational Institution“ Grodno Regional Institute for the Development of Education ”(Republic of Belarus).

By topical issues of improvement of the educational process, teachers of the department have participated in seminars, round tables, scientific-methodical conferences to held at the university and in other universities.

Bases of practice for students are 16 secondary and high schools and colleges in Astana and Akmola region. Dual training is organized on 2 disciplines. The branch of the department has on the basis of I. Altynsarin National Academy of Education where lectures are held in the disciplines of the department.

Students of the Department of Vocational Education take an active part in the public life of the university.


 On December 4-13, 2023, Altaeva Aimeken, a student of the 1st year of the educational program "Technical service of motor vehicles (master of production training)", a member of the dance group "ARROW GREW" of the S.Seifullin Kazakh Agrotechnical Research University took 2nd place in the nomination "Contemporary dance" at the festival of youth creativity "JASTAR JALYNY-2023", held among students and higher education institutions of the capital.


 Zhanbershin Erasyl, a 1st-year student of the educational program "Technical Service of Motor Vehicles (Master of Production Training)", took 1st place in the team competition among the faculties in football organized by the "Amanat" party dedicated to the celebration of the 65th anniversary of the S.Seifullin Kazakh Agrotechnical Research University.


On October 26, 2023, 1st-year student Zhanbershin Erasyl took 1st place in the team competition in the interfaculty game "Club of cheerful and resourceful people" (CCR).
