As an independent structural unit, the Department of Finance was established in 2001 on the basis of the Accounting and Audit Department.
The main activities of the department are conducting research and teaching disciplines in the areas of enterprise financial activities, second-tier banks, and taxation. The department graduates in the specialty 5B050900 - "Finance" (three specializations: "Taxes and Taxation", "Banking" and "Financial Management"), 6M050900 - "Finance" (scientific, pedagogical and specialized areas) and 6D050900 - "Finance" (scientific, pedagogical and specialized areas).
With the 2019-2020 school year preparations are underway for a new educational program on all three levels: 046 in "Finance, Economics, banking and insurance business" with specialization "Financial analyst" (BA), М074 "Finance, banking and insurance business" specialization "Finances of state and the real sector" (master), D074 "Finance, banking and insurance business" with specialization "Financial business innovation" (PhD).
The staff of the department is 14 people, including 7 candidates of science and 6 masters. The degree of the department "Finance" is 50%.
2 teachers of the department are owners of the state grant of the MES RK "The best teacher of the university" - Ph.D., associate professor Omarkhanova Zh.M. and Ph.D. Utibaeva G.B. in 2015.
4 lecturers are holders of the Bolashak International President Scholarship of the Republic of Kazakhstan, 6 teachers have completed overseas internships in the following countries such as England, Switzerland, the Netherlands, South Korea, Italy, Spain, Portugal, Czech Republic, Slovakia, Belgium, the Baltic States, Russia, America.
In total, the faculty of the department conducts 29 disciplines for students in the specialties 5B050900 - "Finance", 8 disciplines for the specialty 6М050900 - "Finance". Since 2013, classes in the specialty 6M050900 - "Finance" is conducted in three languages, 6 teachers of the department conduct disciplines in English.
At the Department of Finance, 2 projects received grant funding based on the results of a competition held by the MES of the Republic of Kazakhstan for 2018-2020: “Improving the existing risk insurance system in agriculture (for example, crop production) (head - Baymagambetova ZA); “Evaluation and forecasting of the effectiveness of ongoing programs for financial support for the development of the agro-industrial complex” (headed by G. Utibaeva)
Within the framework of these initiative themes of scientific research, writing of theses and master's theses is carried out.
The department fruitfully cooperates with the University of Lakville (Italy), the Slovak University of Agriculture (Nitra, Slovakia), the Orenburg State University, the Moscow Financial and Law University of the MFLU, the Samarkand Institute of Economics and Service (Uzbekistan), the Belarusian University of Economics, St. Petersburg State University and other universities.
The department fruitfully cooperates with the State Revenue Management in Saryarka and Almaty districts, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, «Bank CenterCredit» JSC; JSC «Fortebank»; «ATF Bank» JSC; «Halyk Bank of Kazakhstan» JSC; «Jusan Bank» JSC; «Kaspibank» JSC, «Agrarian Credit Corporation» JSC, University of Narchosis, JSC «Financial Academy», L.N.Gumilyov ENU and others.
The bases of practice for students in the disciplines of the department are 3 tax departments, 8 second-tier banks, 11 enterprises and organizations.
According to the State Center for the Payment of Pensions, the employment of graduates of undergraduate education over the past 3 years amounted to 83%, graduates - 100%. Graduates work mainly in state and financial-credit institutions: the Ministry of Finance of the Republic of Kazakhstan, the Ministry of National Economy of the Republic of Kazakhstan, the Ministry of Defense, commercial banks, tax authorities, and also in private companies.

On the basis of the Department of Finance, by agreement of the parties, Agrarian Credit Corporation JSC provided technical support to the department’s audience, conducting joint research, teaching faculty and students of the Faculty of Economics on loans to the agricultural sector of the Republic of Kazakhstan. the program of implementation of the State Program of the Agribusiness of the Republic of Kazakhstan for 2017-2021.
A financial advisory center (room 1428) was opened on the basis of the Finance Department with the financing of Agrarian Credit Corporation JSC, in which department staff and students of the Finance specialty provide consulting services for improving housing conditions and obtaining loans for purchasing housing at reduced interest rates , calculation of solvency and performance indicators, opening and maintaining savings accounts.
Since September, 2015 the department has been headed by Candidate of Economic Sciences Baymagambetova Z.A.
The Finance Department was founded in July 2001 on the basis of the Accounting and Audit Department (Resolution of the Academic Council of the University No. 145 dated July 7, 2001). Since 2001, the department has carried out training in the specialty 070640 - "Finance and Credit". Since 2003, bachelors in the direction of 050509 - “Finance” have been trained, since 2010 - 5B05090- “Finance”, since 2006, masters have been trained in the direction of 6M050900 - “Finance”. In 2016, a license was obtained for the preparation of doctoral PhD course 6D050900 - "Finance".
According to the rating of educational programs of universities in Kazakhstan - 2016, the educational program of the specialty 5B050900 - “Finance” - took 14th place, 6M050900 - “Finance” - 7th place.
Since 2001, the department was headed by Doctor of Economic Sciences, Associate Professor Anafiyeva Zh.A., from 2003 to 2015 - Candidate of Economic Sciences, Associate Professor Zhumanova D.T. Since September 2015, Z.A. Baimagambetova, Ph.D.
The purpose of the organization of the department is to implement the educational program in the specialty 5B050900 - "Finance", as well as conducting training sessions in special disciplines of other departments of the Faculty of Economics and the Faculty of Computer Systems.
The educational work of the department is carried out in accordance with the license of the Ministry of Education and Science of the Republic of Kazakhstan series AB No. 0062189 of 02.08.2008 (with a validity period without restrictions).
Bachelor of economics and business in the specialty 5B050900 - “Finance” has been trained since 1999. In 2003 was the first release in this specialty.

The "Finance" specialty gives a complex of knowledge in the field of banking, financial management, taxes and taxation.
The main task of specialty is training of the highly professional experts capable to work effectively in the conditions of market economy taking into account specifics of modern position of Kazakhstan.
The financier is among the most prestigious professions of the present. Experts of this field of activity are highly appreciated providing their high qualification as the purpose of any commercial organization or enterprise, as to increase the capital.

For giving lectures to students and undergraduates, the department constantly attracts managers and specialists from the National Bank of the Republic of Kazakhstan, the Treasury Department of the Republic of Kazakhstan, second-tier banks, insurance companies, tax authorities and business structures.
December 29, 2018, the Department of Finance of the Kazakh Agrotechnical University together with the Bashkir State Agrarian University held the V International Scientific and Practical Online Conference on the topic: "Financial and economic factors of competitiveness and stability in modern conditions of Kazakhstan and Russia."
November 19, 2019 by the Department of "Finance" of the S. Seifullin Kazakh agrotechnical University in cooperation with Bashkir state agrarian University held an international online scientific and practical conference on "Socio-economic transformation processes in Russia and Kazakhstan".
The conference was attended by faculty, PhD students, master's students and students of BSAU and KATU.
Presentations were made by the deans of economic faculties from S. Seifullin KATU - Aythozhin Serik Kanatovich and BSAU - Gusmanov Rasul Uzbekovich.
The conference was moderated by Ph. D., acting Professor KATU Omarkhanova Zhibek Maksutovna and Ph. D., Professor BGAU Kuznetsova Alfiya Rashitovna.

The conference discussed topical issues, including: trends in food security of the Russian Federation and the Republic of Kazakhstan, the organizational and economic mechanism for the development of leasing in agriculture; prospects for the internationalization of the international monetary system, improving the system of international cooperation between Russia and Kazakhstan and many other interesting topics. Totally 24 reports were made, each of them was interesting in its own way and caused a considerable number of clarifying questions.
In General the conference was held in the format of constructive dialogue and effective interaction. Particular interest were given to the reports of Rasul Uzbekovich Gusmanov, doctor of economic Sciences, Professor on the topic: "Land resources and their use in the Republic of Bashkortostan», to the report senior lecturer at Ufa state aviation technical University Apparova Dilara Ildarovna on the theme "Tendencies of development of educational services in the region», to the report head of the "Finance" Department of KATU – Baymagambetova Zamzagul Aimagambetovna " Methods of state influence on agricultural insurance», as well as to the reports of the students of KATU.
